Detectives on Go Slow --- Offers No Service to Community.

policestation05052010Philipsburg:--- Members of the Police Department namely detective, forensic, the armed robbery team and the special team investigating the murder cases on St. Maarten are on go-slow. Several persons informed SMN News that they have been trying to get assistance from the police force on Wednesday but no one is helping them. Already the prosecutor's office it is understood ordered the forensic department not to take evidence from homes or businesses that were robbed because the department is grossly understaffed. SMN News further learnt that the forensic department only has one person working in it and that person was told they should only process murder scenes.

SMN News further learnt that the officers in blue have decided to protest the understaffing of the police force and the lack of staff and equipments among other grievances specifically in the detective department. Sources close to the police said if the management team of the police force does not deal with the pending issues the action will intensify even though the union is not saying out loud that they are protesting.
One of the questions the detective department wants answered is who is managing the police KPSSS since the Prosecutor's office they said is allegedly making the decisions for the Police Force.
SMN News also learnt that the selected candidate that would take up the position as Chief of Police Peter de Witte who is currently serving in Aruba would only be available to St. Maarten by July 2010, while the Minister of Justice had said he would have taken his position by April 1 to May 15th. SMN News further learnt that the police bond and officers of the Korps is asking questions about the alleged Naf. 30,000 per month salary that De Witte would receive when appointed to St. Maarten.

In an invited comment President of the Police Bond Ronny Abrams said that the police is not in action however, he confirmed the police held a bond meeting all day on Wednesday to address issues relating to the detective department which is grossly understaffed. Asked if the union plans to address the issues surrounding Detective Carlton Phillips, Abrams said the union has decided to take the matter up and intends to deal with it.
SMN News learnt that Minister of Justice Magali Jacoba did not deal with Phillips dossier even though she heard him on several occasions. Sources close to the police organization said the Minister has sent a letter to Chief of Police Franklyn Richards asking him to issue a warning letter to Phillips for going to the media to expose the ills of the police management team.
SMN News further learnt that Richards received that letter over a month ago and so far he did not deal with it since he is soon to leave office. Several phone calls were placed to Richards's cellular phone for a comment but he did not answer his phone.

When contacted for a comment Minister of Justice Magali Jacoba said she was not aware of the situation on St. Maarten she also advised that the Korpschef of St. Maarten to deal with the issues of the force he is managing. "please call the korpschef so he can tell you what is going on". Jacoba said.
Assistant Chief Commissioner of Police Ademar Doran in written response to SMN News said the detective personnel complained about the understaffing at the Department which has been causing them to work extended hours over a long period of time. At this moment the department is dealing with seven major investigations of which six are capital cases. Doran said. He besides the major cases the detectives are called to deal with armed robberies and other crimes such as burglaries. The Assistant Chief Commissioner said the department has pulled its resources together to deal with the several murder investigations such as the Dayalani, Backstreet, Afoo Dutch Quarter, St. Peters, David Eustace, with the addition of the last case in Sucker Garden. We having teams consisting of Marechaussee, RST and KPSSS operating from different locations but still the work load is too much.
doran05052010Asked what is the management team doing to address the understaffing Doran said the understaffing is a major problem throughout the organization. He said only recently the police got some new recruits from the police training school. The department he said already identified two prospective or potentials officers from the General Division and one from Saba to be transferred to the Detective Department. Doran further explained that formal talks with the respective chiefs still need to take place, and when officers are selected they still have to go through training to become detectives. Then they will have to undergo training in the field of detective while three officers have been transferred to the detective department and are part of the investigating team.
Asked how long would this situation continue he said this cannot be resolved overnight, the Police Force has been plagued with understaffing for a long period. He said it is not easy to select officers for the detective department and it will take sometime before they can reach the desired amount to resolve and deal with the crime situation on St. Maarten. At this moment there are 24 detectives in the department while they need as much as 81.
However, Doran refused to comment on the issue of Carlton Phillips and when would the Prosecutor's Office resume working with this detective. "I will not comment on the issues surrounding Detective Carlton Phillips" Doran said.

Doran how can you face the people of Sint Maarten. You are to blame for this. You was and still one of the manager of the force for all those years of understaffing. You are a big failure. It is so sick to see that the public never can get an answer what is been done to fix this over all these years. Just tell them the truth you do not have a clue and you just do not give a damn. it is all about friendship and making more money and the public can go to hell.

Right now, its been said, 24 of 81, what the hell is that?. Why has this been an issue for so long?, and why can't the netherlands see that we are not ready to become a country?. This is a big joke. In a few months we will be a country with a police force as it is. Why the big rush? People i smell smoke. That was holland's main concern, nothing has changed and yet they are granting us country status. Soon we will see where the fire is coming from. Nothing adds up, and i smell foul play.

Next time minister Jacoba comes to the island put her back on the plane and send her back. For all the show she has put up what has she done? Nothing. Curacao has always and will always keep trying to keep sxm down. First they bring a coach and some advisors in the police force and give them huge salaries. What have these people done while in office???? Not a *d n* thing. However sxm had to pay these huge salaries. Now they want to bring someone from Aruba to take up the post and offers him a huge salary. How much is the chief of police in Curacao getting? I would like to know. Since pretty soon we are to become a country, we should not leave any one make decisions for us. As for Mr. Doran, yes, well said above. He has always been a failure and he knows so but does not care. He is a lazy bum and was always only interested in posistion and money. Different to that he does not care. Think he would have reached so far in Curacao????
He was never someoneour policemen could have seen up to or depend on. Shame on you Mr. Doran. We need some one who we can trust and who we can work with and who loves doing what he has sworn to do, be with the people and protect the people. The salary of a "korpschef" is no way near 30.000,00 per month. So leave Curacao sign a contract they they will be responsible for the difference in salary what they want to offer to the new chief. Bet you they will sing differently.

Safelty should be our #1 concern. If the detectives are on a go slow, the criminals will have a field day. There are so many cases still being investigated. We would like to know which are being handled by the local police or detectives and which are handle by the RST and other Dutch agencies. We don't hear the RTS complaining about long hrs, atleast not in the press. We see new or handed-down police vehicles parked and taking up parking spaces in town. Why are these not in use?
It's time for early retirement for a lot of those boys in blue. Many of them do a good job, but St.Maarten deserves to feel safe and depend on the police when they are called.

sxm police force was understaft way before these guys join the force so why dont blame the late W Kramers , D Holiday. R Panefflek for it. The current chief get a mess to work with and now he's the blame couse it's a mess. Why ppl act like this, only they can explain.

Not just understaffed, but what about equipment. What about computer programs and equipment? We are so far behind in technology. What about giving officers the position and pay they are entitled to getting? They work in a position, but do not get money or recognition for it. come on. Get your act together.

Well people of sweet SXM , my home...I guess telling your children and letting your childrens friends influence them on doing the right thing and join the force s going to slap everyone in the face. The blame goes all the way around! I can here those critics now mocking officers sons for joining the force to serve there island.......they are going to fill the gaps of the much needed man power t protect YOU.
God watch over us....we are going to need it!

Well, well it is time for this island to realize that we need a better police force every year there are requiting, when is it we will have a good police force in function, hah this island needs protection. If by 1010 2010 it will be every one for them self and GOG for us all. step up and yet this Island ready we need to be protected

Sorry...but now we will see more robberies, abuse and all other crimes beside murder because there are not enough staff to deal with these evidence.

It's sad that only now the public gets to hear the real mess we're in. All these last 4 years and not a word from good old Duncan and his stooge senators and now he's saying they should stop talking nonsense about other police officers taking over. The police chief from Aruba is going to make Naf 30.000,- and his predecesor Mr. Dongo got naf 22.000,- plus a house of US$ 4000,- in Dawn beach and car. So you see between Minister Duncan, Jacoba, David Dick and William Marlin I don't know who screw SXM more. But don't worry election due and I want to hear their BS when they want my vote.

TO what a pity: So what if they are getting 30.000 guilders? So what if they have a house of $4000 rent? So What? Do you know how much it cost to do their work? DO you know what the job involve to say that the pay is too high cause I a*sume u are trying to say something negative? So if they get a car? You people really small minded to think this offer is anything more than what it is. Its a job and these are the conditions. When my boyfriend work for any company one of his demand is a high salary and a car from the company. If the company choose not to give it to him that is their problem. But if they company really wants his skills and expertise they will offer him what he wants or negogiate another arrangement.

And who was in government for the last 4 years? The DP who mismanage everything and then try to place all their screw ups on the NA. DP think the St. Maarten people stupid and so they can put all the blame on NA and we believe them. DP not too long came out of office. When they were in office the people of St. Maarten were crying about the crime situation, traffic, unemployment and immigration. They did nothing!!!!!! Only focus on country St. Maarten.

Now everyone want to make DP problems all NA problems. The NA is fixing the mess the DP put us in. We need skill people and well trained people to work on St. Maarten. Stop complaining when they offer the job to outsiders and when they offer good pay. There are hardly anyone on St. Maarten that is well train or have the skills to preform any job on the island. All the well skilled people and trained are working in another country and are not coming back to St. Maarten. That is because of the DP not the NA!

Its time we fix the crime situation on St. Maarten and if that means bring skilled people from outside then so be it. If they ask for a salary, house, car or whatever, so be it. Its about the people St. Maarten. They should do what ever it takes to fix the situation on the island.

So if we bring in someone from Holland or Aruba or the other Antilles islands? We are one living in the Kingdom together so why can we use help from our partners?
