37 new cases of COVID-19 registered this week, 128 active cases, 15 hospitalized, 4 in ICU.

covid1928082020MARIGOT:--- On Thursday 27 August, in response to the rise in the number of positive cases, the French Prime Minister announced the ranking of Guadeloupe, Saint Martin and Saint Barthélemy in the area of ′′ active circulation ′′ of the virus, like Martinique, from the whole Ile-de-France, and eleven other hexagon departments.
Since the last bulletin, we count, in Saint-Martin, 37 new cases were recorded. This brings the total positive cases to 213 the number of accumulated coronavirus cases confirmed by PCR tests. 27 people have declared healed this week bringing the total to 79 people.
The week of August 15th to 21th, we had seen 67 new cases.
The CH Louis-Constant Fleming is very mobilized for crisis management. Today 15 confirmed patients COVID-19 are hospitalized in the establishment.
There are also 4 patients at the ICU in Guadeloupe.
In Saint-Barthélemy, 2 new cases were recorded. This brings to 18 the number of accumulated coronavirus cases confirmed by PCR tests. 13 people are declared healed.
The week of August 15th to 21th, we had seen 3 new cases.
Virus circulation is now very active in our territory.
The latest clusters identified indicate that the transmission of the virus is not exclusively done in public places, but very often also in the private sphere (family events) or the professional sphere (at your workplace).
To cope with developments, the CHU of Guadeloupe and the CH Louis-Constant Fleming activated their White Plans this week.
The ARS closely follows the indicators put in place for the monitoring of the deconfinement:
- The incidence rate that measures the number of positive people to COVID-19 out of 100 inhabitants over a period of one week. Two thresholds are set, a vigilance threshold at 10/100 inhabitants and an alert threshold at 50/100 inhabitants. High incidence rate reflects cluster development or active viral circulation.
In Saint-Martin, this incidence rate is 104,09 / 100 inhabitants, well above the alert threshold. This incidence rate was 188,49 / 100 last week.
In Saint-Barthélemy, this incidence rate is 20,85 / 100 inhabitants, above the vigilance threshold. This incidence rate was 31,27 / 100 last week.
- The positivity rate that measures the number of people positive for Covid-19 / the number of tests carried out over a week. Two thresholds are set, a 5 % vigilance threshold and a 10 % alert threshold.
In Saint-Martin, the positivity rate over the past week is 17,37 %, above the alert threshold. This positivity rate was 21,54 % last week.
In Saint-Barthélemy, the positivity rate over the past week is 1,14 still below the vigilance threshold. This positivity rate was 1,02 % last week.
- Virus reproductive factor (R) represents the average number of people an infected person can contaminate. R variation depends on each and every one of us behavior.
This factor is unavailable for Saint-Martin and Saint-Barthélemy due to populations too small to allow an interpretation of the data.
Since August 22th:
In Saint-Martin, an additional 213 tests were carried out in the laboratory and in the hospital, with a total of 2845 tests carried out.
In Saint-Barthélemy, an additional 175 tests were carried out in the lab and hospital, with a total of 2167 tests carried out.
We can salute the very important involvement of the samplers, administrative staff, laboratory technicians and biologists who are mobilizing to maintain a very high rate of testing.
Demand for tests is increasing very clearly. In order to ensure the effectiveness of the test approach and allow the people tested to achieve the result within a satisfactory time frame, we are setting up a prioritization:
- Priority 1: Symptomatic people need to call their doctor because their case may get worse. They must not travel to the medical office until they have been invited by their doctor. In case of no response by their doctor, these persons must call the ADGUPS medical care association at 0590 90 13 13. These persons are given a prescription;
- Priority 2: persons identified as contact at risk of a positive case by their doctor, Medicare or RIPOSTE and who receive an SMS accordingly, as well as healthcare workers returning from an area where the virus is circulating actively;
- Priority 3: people who have obviously had risk behaviours, despite calls for respect for barrier gestures, at meetings where health security measures have not been properly respected;
- Priority 4: other people wishing to be detected. These people can be detected without an emergency.
The RIPOSTE COVID-19 platform, in connection with the partners of health insurance (CGSS) and public health France is doing a very important survey work to identify contact cases and for requests for information on the methods of screening (difficulties) for meetings with laboratories, contact details of screening centres, planning of travelling screening in the communes, obligation to test flights to Guadeloupe from Paris, prevention measures to be put in place in companies and procedures to get employees tested, the lines to be kept for contact people...).
The platform is processing an increasing number of calls (731 calls from August 20 to 27).
Everywhere, to stop the circulation of the virus, strict respect for the barrier gestures is required for all of us.
Fragile people, often carrying chronic diseases, must protect themselves thanks to barriers but also by refusing physical contact (kissing, hugs...). In case of symptoms, these people are invited to contact their doctor from the very first signals.
Our seniors are particularly affected by the serious forms of the disease. Let's all be particularly vigilant when we visit them, whether at home or in the EHPAD.
