Philipsburg: --- The son of Inspector Carlton Philips is calling on the Police Management team to publish the report on the investigation conducted by the Police Internal Affairs of Curacao. Norwin Philips in his letter said he has been following the case against his father Carlton Philips very closely since the management team of the police forces accused his father of destroying evidence while working at the CID department of the Police Force of St. Maarten. Earlier this year Inspector Carlton Philips in an open letter accused the police management of self-enrichment as well as falsely accusing him of a crime. He said since that time he has requested an investigation hoping to clear his name however, after seven months of pleading with management, the prosecutor's office and the local chief of police to no avail Philips took his case to the media hoping that the police management as well as the Minister of Justice would intervene.
The letter from Norwin Philips reads as follows.

OPEN LETTER TO THE MANAGEMENT OF THE POLICE FORCE OF ST. MAARTEN.

Philipsburg December 27, 2009.

As we are moving speedily towards the ending of the year 2009 and moving with great expectations towards the beginning of the year 2010, I am wondering what happened to the investigation that was carried out against my father, inspector Carlton PHILIPS.
Almost a full year has gone by since he has been accused of destruction of information during the time that he worked at the Criminal Intelligence Department. He left the department in the year 2002. Because of this allegation, his police carrier has been negatively impacted. He kindly requested that an impartial investigation be carried out in order to clear his good name and his honor to be restored.
After waiting for seven long months, he was forced to go public with the hope that an investigation will be carried out to prove his innocence.
Management of the police force never expected him to go public. Members of the "Internal Affairs Division" from Curacao were brought in to investigate my father in an attempt to punish him for going public.
According to information the investigation has been completed, a report has been submitted to the relevant authorities, but up to this date this report is being kept top secret. I am certain that if there were any evidence that my father had done anything wrong, you would have been happy to inform the public. I wonder if there is something in this report that the public should not know.
By means of this letter, I am respectfully requesting you to publish the result of the investigation, apologize publicly to my father and bring this episode in his life to rest. I know that my father will never forget, but I believe he will be able to forgive you some day.

Norwin PHILIPS

Philips himself is the one who started the scandal about himself. He him self asked to investigate himself. He is the that started this whole affair. Nobody attacked Philips up tp now. He asked for an investigation and that is what happened. I think that the top people in the Police Force and the Minister of Justice was very patient and decent to him, while he was the one slandering their names, calling them corrupt etc. Which was not allowed legally in his position. He has what you would call a "meldings plicht". In his position when he sees something that is going on that is not correct, he has the duty and obligation to report it right away. Not hold on to it until he does not a particular promotion that he wants, and then he goes beserk and starts hallucinating with claims that noone likes him and and everybody wants to get at him. Philips what you did, just to try and big up yourself by claiming that because you solved the doulbe murder soooooo many years ago, where a police officer's son was the suspect, everybody wanted to get at you still is pure bull. You just wanted to remind the people who did not know that at least once in your carreer you helped with a big case. You did this now at the expense of hurting your colleague and his family all over again.
They went through hell because this was a tragedy and shame for them also. You couldn't care less. You dragged them back into your confusion like a spoiled child. I think that after today nobody wants to or needs to hear anything more about this foolishness. Go out there and work for the people, as you are being paid to do. Stop whining. Fight your battle inside. We are not interested.

what double murder? fill me in, are you a family member with something against phillips? I think phillips has a right to remove the covers let others see what under them. maybe on the job and certain circles they were talking about him doing something wrong, so why not let everbody know and let it be proven that he did nothing wrong. Do you think that they will ever come out and declare him innocent? the report would than have to be brought forward for everyone the see how they came to that conclusion. think.....

Yes We know about that case.It is when the Police son stole his father's service revolver and shot the two Haitian gas attendants at Yuppie's. They were trying to cover it up when they found out it was the son of one of their own but Philips exposed the facts.
Can it be that is why they are victimizing him?
I hope not as justice has to be served no matter who is involved.Foreigner or St Maartener. Big one or Small one.
If this isn;t done this would become a lawless state.

To Attitude change:
When Phillips came out first with his accusations, the first thing he spoke about is how they wanted to get at him since he solved that case. He was just looking for mileage for himself. And no I am not a family member. I am just sick of hearing about this affair where this man accuses everyone of every thing in the book, asks for an investigation and no his son says that they should apoligize because they investigated him. Enough already. Move on. You and him together.
HUSH. NOT A NEXT WORD. WE ARE NOT INTERESTED.

When you states that Philips has meldings plicht you are right, but you do not realize that is the problem here. Those who accused him after seven years has this plicht also and did not do that. They only did it when he came up for promotion. That is what this is about. Why know and not then. Let us be fair. If what they are saying is the truth they should of come forward years ago not now. You telling philps about his meldings plicht what about the one of management. If there nothing to hide publish the findings and Philips has nothing to stand on anymore. If they do not does it mean that they are hiding something again. Make it public.

What is the big hurry. Every investigation needs time. If the rapport comes out too soon and the investigators skip any part of the investigation, the newpapers will be filled with it. Now that everything is done in the proper way, a son comes out and find that they are hiding things. (or is it your dad who told you to write this??) My boy, if your dad is guilty or not, that is 1 thing you will find out soon enough. What will be your or his next move when you find out that he is guilty of destroying evidents????????
I guess the next open letter will be: THEY FRAMED MY DAD. THEY ARE HIDING THE THRUTH. THEY ARE PROTECTING THE MANAGEMENT. etc etc.
I hope 2010 will give you peace of mind (if innocent) otherwise you all will be ready for serious treatment at Caprilles (if guilty)

SUCCESS

I beleive that Philips had the right to say what he wanted to say and to go to the media proved that he was frustrated with the system after all is is only those who work in it understands what is what and how things are actually done. I do beleive he is being victimized, to deny it is being naive especially knowing that a colleague son was involved. Some people never never forget. To the son of Philips you continue to speak out and stand up for your father. Let the investigation be published whatever the outcome stand by it once it was done correctly. People will always criticize and be negative until the ball is in their court. Continue to fight for justice.
