EXCLUSIVE: When will USZV be supervised? Who is responsible for the phishing scam and overspending?

~ Politicians are given special favors to turn a blind eye, will there ever be an operational audit.?

PHILIPSBURG: --- It’s been years now SMN News have been high lighting the mismanagement of USZV funds under the guidance of its Director Glen Carty. The Supervisory Board members that were in place for the past two years did little to nothing to protect the funds that are being managed by USZV while the ousted Minister of VSA Emil Lee gave the director a Performance Management Agreement with no spending cap. In reality Glen Carty is the only director that has carte blanche when it comes to spending public funds. Even Ministers have a cap and have to consult with the Council of Ministers when they are about to spend in excess of their allotted cap. Because there is no cap Carty can dry up all the funds managed by USZV. Carty even began using USZV funds to act as a lender like he did for the harbor and DEVCON.
While the Supervisory Board of Directors is supposed to have an oversight on the management board the Supervisory Board of USZV was almost powerless, at one point an operational audit was requested but that was shot down by the now-ousted Minister of VSA. Why was it not allowed is everyone’s guess because only then the real figures on how much was spent on the New General Hospital Project would have been known.
The recruitment process to hire an adjunct director has been done and yet no one has been appointed to that position, again USZV spent money on a selection process that will not be put to use, simply because the Supervisory Board members that were there and the Council of Ministers simply did not do their jobs either because they are granted special favors.
Some politicians that own businesses manage to secure payment plans for their outstanding debt where they pay little to nothing. Some businessmen that are friends of politicians that is close to USZV director also get the same sweetheart deal for political favors while some businesses are treated like the stepchild of the business community.
Some politicians manage to secure jobs for their relatives when no publication was ever made, and while St. Maarten professionals have every right to hold top positions if they are qualified, due process should take place to eliminate nepotism since the island is indeed very small and almost everyone knows each other and in some cases related. Employing local qualified persons should never be the reason why elected politicians should turn a blind eye on what is done with the people’s health and pension funds.
However, USZV management does not follow basic procedures when hiring its personnel therefore their overhead costs are extremely high even though the social insurance bank lost almost 80% of its income post-IRMA. Besides the overspending, USZV lost $500.000.00 through what was described as a phishing scam and to date, no one has been held responsible for the huge loss.
One of the glaring issues that surfaced in parliament after it was published on SMN News is the $500.000.00 that was transferred to a poultry company in New York which turned out to be a so-called phishing scam. Almost a year since these funds disappeared at the click of a button and while USZV management said a criminal complaint was filed to date there is no update on the missing funds. Even the worst government and parliament seem to forget about it.
USZV spent an exorbitant amount of money to consultants that were working on the New General Hospital Project, companies like KPMG made millions from USZV while they worked on this project. Consultants such as the Human Resource Manager that is paid NAF 36,000.00 monthly along with housing and other allocations. Money that can be better spent if a local is recruited for these vacant positions.
At the moment; USZV does not have a Supervisory Board in place based on its article of incorporation, and it behooves the government of St. Maarten to ensure that credible persons are appointed to this board in order for proper oversight. There is no more time to make political appointments to boards but instead, people that has the country’s best interest at heart should be at the helm of these boards.

Besides the overspending and the deals made on contracts that are given out, USZV has been mismanaged in different ways. Patients are being sent to Colombia on almost a daily basis for consultations and or operations that could be done across the border on the French side.
The St. Maarten Medical Center seems to be more interested in sending patients overseas because someone that they know will make money on the medivac transfers or otherwise.
It is more than time that the politicians that managed to convince voters to elect them to do the right and honorable thing by protecting what belongs to the persons who elected them in the first place. Instead of talking about cooperation with the French counterpart its time that those talks be manifested by deed. Allow patients to be able the right to chose where they want to be treated so that family members could be close to them while saving USZV a ton of money each month. Hopefully, politicians will act immediately and do what is right for their people and country before another local crown witnesses emerge.
