St. Maarten wants to buy UTS Eastern Caribbean

Minister Richardson geeft, als vertegenwoordiging van de aandeelhouder St. Maarten in UTS aan dat de regering van St. Maarten de aandelen van UTS Eastern Caribbean wenst te kopen. Volgens de Minister is dit geen nieuw plan en heeft dit voornemen geen enkel verband met de recente mededelingen van UTS en de regering van Curacao om een strategisch partnership aan te gaan met regionale- of internationale spelers. Als St. Maarten vragen wij al vanaf 2012 om de complete operatie van UTS op en vanuit Sint Maarten over te dragen aan Sint Maarten onder gelijktijdige overdracht van de aandelen die St. Maarten heeft in UTS. Hierbij zal de waarde van de activiteiten van UTS Eastern Caribbean met behulp van onafhankelijke derden/deskundigen bepaald worden waarbij een eventuele verrekening zal plaatsvinden van het waardeverschil ten opzichte van de aandelen overdracht.
De laatste tijd, zo geeft Mr. Richardson aan, bestaat bij St. Maarten het gevoel dat in steeds toenemende mate er belangrijke verschillen van inzicht zijn met betrekking tot de ontwikkeling (groei en investeringen) van de UTS activiteiten op St. Maarten en de rest van East Caribbean. In de laatste jaren is er vooral geïnvesteerd in de infrastructuur op Curacao en dat terwijl een belangrijk deel van de cash flow uit St. Maarten komt. Hiermee wordt onvoldoende de belangen van de mensen en de bedrijven op St. Maarten behartigt en loopt St. Maarten dan ook aanzienlijk achter ten opzichte van Curacao en de regio waar het gaat om betrouwbare, betaalbare en innovatieve telecom diensten. Deze achterstand neemt dagelijks toe! Dat is niet fair voor de mensen en bedrijven op St. Maarten.
Na jaren van (vruchteloos) overleg is het nu tijd om de zaken kordaat aan te pakken en zal St. Maarten de zaken in eigen hand nemen. Richardson wil de activiteiten van UTS St. Maarten al dan niet in zijn geheel samenvoegen met Telem en waar wenselijk met GEBE. Dit is voor een klein land als St. Maarten veel verstandiger dan dat twee of drie overheidsondernemingen dezelfde investeringen doen. Je krijgt dan een interne competitie waarbij iedereen juist naar die gebieden wil gaan waar veel bedrijvigheid is maar juist niet naar die gebieden waar alleen huishoudens zijn. Dit leidt alleen maar tot verkeerde prioriteiten, kapitaalsvernietiging wat de toegankelijkheid en betaalbaarheid voor de gewone burger niet ten goede komt.
Met de combinatie van de St. Maarten activiteiten ontstaat er ook een betere onderhandelingspositie naar een toekomstige verdere samenwerking met een of meerdere regionale- of internationale speler(s). Wij realiseren ons dat de strategische samenwerking met regionale- of internationale speler(s) nodig is voor de verdere ontwikkeling van onze telecom diensten maar dat moeten we doen vanuit de belangen van St. Maarten. Belangen die niet noodzakelijkerwijs parallel lopen met de belangen die het land Curacao heeft met haar beoogde strategisch partnership. Beide landen hebben, mede vanwege de andere cultuur, de andere marktomstandigheden, andere geografische ligging en andere wensen nu eenmaal andere belangen met een regionale samenwerking. Laten we elkaar als landen de vrijheid geven om te doen wat het beste is voor het eigen land. St. Maarten moet haar eigen keuzes kunnen maken.
Overigens is het zeer wel mogelijk dat er ook na de verkoop aan St. Maarten er nog steeds een goede samenwerking met UTS Curacao blijft bestaan. Maar dan wel op basis van zakelijke afspraken en vanuit de behoefte van St. Maarten.
De gewenste verkoop aan St. Maarten hoeft geen slechte zaak voor het land Curacao te zijn. Zeker niet voegt Mr. Richardson toe, Curacao heeft juist na de verkoop de volledige vrijheid om te focussen wat goed is voor haar mensen en bedrijven op Curacao zonder rekening te houden met de belangen in St. Maarten en de rest van de Caribbean. Daarnaast krijgt ze volledige zeggenschap over de activiteiten van Curacao en indien de uitkomst van de waardering van de activiteiten van de Eastern Caribbean daar aanleiding toe geeft, ook nog een bedrag in contanten mee. Met deze fondsen kan Curacao zich een veel betere startpositie geven bij de gewenste samenwerking met internationale en regionale partijen alsmede beter inspelen op de steeds sterker wordende concurrentie die al een aantal jaren op Curacao aanwezig is. Of UTS Curacao kan deze fondsen gebruiken om de noodzakelijke herstructurering in Curacao versneld te voltooien waardoor wellicht minder mensen hoeven af te vloeien in Curacao.
Deze verkoop creëert een win-win situatie voor beide landen! Het is daarom jammer dat de besluitvorming hieromtrent op zich laat wachten. Richardson besluit zijn betoog om op de komende aandeelhoudersvergadering in maart, deze kwestie wederom aan te orde te stellen. St. Maarten komt op voor zijn rechten en vertrouwt er dan ook op dat het Land Curacao hier zijn medewerking zal geven zonder dat daarbij de belangen van Curacao geschaad zullen worden.
