TAXAND Saga and Investigation Continues --- Why did former Minister of Finance Abandon the Naf. 5 million project to strengthen St. Maarten’s Tax System.

hiroshigemoto16052012Philipsburg:--- As the investigation into the TAXAND scandal continues and the government of St. Maarten is being pressured for the payments they withheld from the TAXAND, there are more questions arising about the decisions taken by the former Council of Ministers UP/DP regarding this project.
SMN News learnt that the former Minister of Finance Hiro Shigemoto was spear-heading a project under the supervision of former Commissioner of Finance Roy Marlin which was to fully strengthen and modernize the tax office on St. Maarten. The "Strengthening Project" cost some five million guilders which was paid by USONA and was conducted by two consultants from Curacao. SMN News learnt the two consultants that worked on the project for about two years they are Josepa and Gibbs. Former Commissioner of Finance Xavier Blackman continued the project when he took office as an appointed commissioner under the National Alliance government.
While there have been a lot of talks about the new initiative of the former Minister of Finance who brought in the TAXAND UK group, there is no talk about the strengthening project that Shigemoto spearheaded when he was working for the former commissioners of finance. It should be noted that Shigemoto was the head of the finance department for about ten years. He worked under the Democratic Party and the National Alliance. Reliable information reaching SMN News states that one of the consultants Josepa was hired to implement the new tax system they constructed for the island. But somehow he was replaced when Shigemoto was appointed Minister of Finance by the United Peoples Party. Josepa was replaced by Judith Brewster who was hired in 2010 as an adviser to the Minister of Finance. Brewster (B&B Consultants) is also part of the TAXAND UK group that has an office in Curacao.
In an invited comment, Minister of Finance Roland Tuitt confirmed that USONA did make five million guilders available to strengthen the tax system while Roy Marlin and Blackman were the commissioners of finance. Minister Tuitt also confirmed that Shigemoto was spear-heading the project. When asked by SMN News why the former Minister of Finance under UP/DP regime abandoned the project, Tuitt said the explanations he got was that the Minister kept citing the conflict of interest that may arise with local companies and he preferred to use an international company.
The Finance Minister said that he already contacted USONA to see if the full amount that was allotted for the "Strengthening Project" was used up. SMN News learnt that the two consultants were paid over a million guilders for the work they put into the restructuring of the tax system on St. Maarten. The source said that Josepa and Gibbs were hired by USONA since they were the ones financing the project.
It is clear that taxpayers' monies and Dutch funding were blown into thin air in the name of upgrading and restructuring of the tax system. In addition, SMN News researched the internet to see who are some of the people behind the TAXAND UK group of companies. With a few clicks here and there we found someone that raises eyebrows.
