william31082010Philipsburg:--- Leader of government William Marlin in an interview said the Democratic Party did not make provisions for country St. Maarten even though they were in government for almost 10 years. Marlin said while everyone is talking about the building government has decided to rent, they have failed to say that those in government in the past did not provide space for the future parliament.
Marlin said when people heard about the $96,000 monthly rent they must have been shocked but it is cheaper than what most people pay per meter for a Front Street locations. Marlin said this issue has two components one is the amount of rent and the other is why they have to rent a building now. Marlin said people are confusing the new government building that is under construction and the parliament building. The new government building he said will house government and the council of ministers while they have to find space for parliament which is a separate entity from government.
Marlin said the location that was rented is a temporary location and the owner of the building has to invest monies to make sure the building becomes suitable to be used as a parliament building. He said four of the floors will be occupied, the 2, 3,4th floors will be the loft and meeting rooms for the members of parliament. Marlin said parliamentarian's needs to have space to work on a daily basis. He said the permanent committees have to meet regularly especially those of finance, labour, education and justice. Also to be housed in the new building is the support staff of the members of parliament all of whom are to have their separate offices including faction offices and meeting rooms. Marlin said they had to rent the building for at least seven years so that they are guaranteed of a space, he said the contract do have provisions to terminate the contract prior to the seven years but there would be a penalty if that is to happen. He said one of the advantages of renting for seven years is that government would not have to focus on building a parliament building on day one but instead they would build the other necessary buildings.
Marlin said one of the things the members of the opposition did not talk about is the 13 million guilders per year that is spent on office space for government offices throughout Philipsburg which is used only for the island government offices only. Marlin said government has been paying 3 million guilders per year for the white Administration Building which was not occupied for one day. Marlin also indicated that government is paying 60.000 guilders per year for the tax office which has been rented for the past ten years. The island leader said people need to put things into proper prospective and make the necessary comparison. He said while the other spaces were rented empty the parliament building will come fully equipped with the furniture and fixtures and other basic necessities. Marlin said based on an estimate they received from an real estate company, buildings on Front Street are rented as much as $100 per square meter while government would be renting Caribbean Palm for $45 per square meter and they would occupy 1200 square meters. Government will also have to pay $35 per square meter for the furnishings.

Who (person's name) is the beneficial owner of the building you have signed for seven years with a penalty clause for early termination?

Unless you answer this question and fully a*sured us this is not a conflict of interest, no-one will believe you. It must be at arm's length from government.

They aint no better that the DP hooking their friends with a 6mill contract in five years.
The did not get the build a church with goverment money so now they going for a big time rental contract.
Paliment aint got to be on front street, somebody need to go in jale for this if it pa*s...
BTW: just for this move you all go loose the election.
Paliment have to stay in the gov bld till the solve the problem with the new one we have to pay for...

Front Street is prime retail...why rent on Front Street for Parliament...plus..why cant governmant stand gurantee and Dutch bank provide loan to build a building which can be ready in 2 years...and rather pay morgage and own the same.....?????? all major political parties have their own coffins

With all due respect Marlin you guys have to stop making a mess of govt money. Way back you all paid Dennis Richardson Nafls. 1,00.000 to come work sxm, then you had Lenny Priest who made another disaster with money that the Lt. Gov. had to push him aside and run things. Then we got this big dissapointment with blackman cant fix a budget my goodness now you rent a building that is totaly uncalled for at this point in time, why not add 4 chairs to the existing hall to accomadate the four extra parliamentarians. You guys have earned the name of National Jokers.

Who decided on the value of the rent? Now we all know that the owner of the building is on the board of the port. Will every property owner on frontstreet get the same value per square foot when they rent out their buildings or is this reserve for the special friends and family of Theo. Gracita where are you? While I support NA and many of the decisions they've taken, making excuses about DP not making provision for the parliament building is in fact EXCUSES... talks were made about the detention center in Simpson bay and many other facilities and the NA government has seen them fit for materialization. So please, Mr. Marlin stop making excuses and make things happen as u're telling the ppl or is this another plot to mislead the ppl again.... No one says running a country is easy but that's the responsibilities! a*sume them! and stop nagging. Buckle up and lead like a true pioneer, visionary that u say u are.

This is utter nonsense William. You have been in government for almost 2 years now and you did not find the time since then to find a suitable temporary location for the Parliament? Stop blaming the DP for everything and take responsibility. You know and we all know that it is not necessary to rent such an expensive place. Especially since the country is struggling financially. And why on the front street, there are many other locations that can be rented. We do not even have a balanced budget for 2011 and you are out there making this absurd rent agreement for US$ 96,000 per month for 7YEARS. ARE YOU ALL CRAZY!!!? DP members then and NA members now, have known that they would become country SXM so for crying out loud start preparing, or take back some of that land what DP give to their family and friends and build your office, so many people in SXM living hands to mouth, are you crazy marlin, I have three children living in SXM paying high rent with a small salary as a teacher (two of them) whereby one of them should of stayed on in Holland, voted for those corupted DP and NA people. God save them. One thing is for sure God sees everything and when he had enough God spare SXM'ners. for the innocent pays for the guilty. SXM'ners wake up and let your voices be heard on election day.

No matter what i think the building is too expensive and it's going to come out the pockets of the hard working taxe payers. The building is unecessary, take the money and do something that is worth it, like building a place of activities for our children, a place where parents can take their kids on a week-end or something else that we might need on the island.

Luxury ain't taking US no where.... I see these politricians driving big expensive cars and a bunch of ppl jobless.... and

DP made there share of mistakes but NA is like BUSH making a bunch of mess other ppl have to clean up...

NA get your acts together for country SXM, for the ppl of SXM and not for your own convenience and pockets...

Again I am hearing a whole lot of talk but no sound solutions. If I remember well the previous gov. has already stated that the new building will not house all of the departments of gov. The building next to the new building if I heard right will house the Tax department and some smaller departments. So which means more buildings will have to be rented. Although the price for the intened Parlemetn buildings sounds very high my questions is where are the other buildings that people are refering to. We have a real estate person in the siland council may he can tell us if the price is high for that building. What we need is solltions not just talk. Find a building that you think will cost less and propose it. Mr. Marlin state that the lease agreement can be broken. I am sure it will cost less that if the rent continues for 7 years. So my people put your mouth were your money is and come up with on alternative cheaper building. I am not in the real estate business so can't make a judgement about the price. I to am looking to see if I can find a cheaper building, how about you?

A temporary solution is the ITC building. It is practically empty and has enough parking space. Also, with that kind of rent NA could have taken a loan at the Central Bank to build a new Parliament building. But coming at the last moment 1 month before 10-10-10 after 2 years in government, with some crap excuse that DP did not prepare and now they have to rent a ANG. 180,000 building per month is bull.

the present goverment is speaking as if they are the ones that will occupied this parliment building,i only hope they know what the word suprise means?why they never look to see what went wrong with the big whit elephant,,the pigeon coop, it is the same person on their party that was in charge of it, asked for an investigation!!
