henryellis10022010Philipsburg:--- With the ongoing investigation at the section ROB and a damning report by the SOAB regarding the discrepancies that are equivalent to corruption at the ROB (Public Works Department). SMN News has learnt that the committee that is currently investigating the department for Commissioner Theo Heyliger has interrogated the head of Inspections Henry Ellis and the owner of Olzina NV Samir Andreos on Friday last week. According to information reaching SMN News is that the interrogation of Ellis was done in the presence of Andreos who according to our sources was putting pressure on Ellis for him not to tell the truth.
SMN News also learnt that the head of domain affairs Marieke Van Zadelhof is chairing the committee even though the SOAB suggested in their report that an investigation be conducted in domain affairs department. Also on the committee is Eunicio Martina from legal affairs. Miguel de Weever from Economic Affairs, Ron Daal from Independent Consulting Engineers and David Morison an architect. Currently several questions are being posed towards the make up of the committee regarding two members who are not civil servants. It is mandatory that all committee members who are conducting investigations for government should be civil servants while outsiders can serve as advisors or experts to the committee.
In the preliminary and final report of the SOAB it states that although they have not carried out a detail control of the domain affairs department it has been brought forward in the interviews that there are shortcomings in that department. The investigators noticed that persons who put in a recent request for domain land, including some workers of the Sector ROB, received domain land before persons who requested domain land long before them. One of the workers who received domain land is Marieke Van Zandelhof head of domain affairs. Zandelhof also created the parcel of land she now occupies in the Pointe Blanche area, land which was not designated as domain land.

SMN News learnt that the committee wants Ellis to tell them why he did not issue a building stop to Olzina N.V in 2008 since there was no building permit in place for the buildings situated in Cay Hill. According to documents provided to SMN News it is clear that Ellis wanted to issue a building stop but the sector director of ROB Joseph Dollison refused to sign the document.
The building stop which is published below was made up on July 16th 2008 bearing the signature of Henry Ellis but not that of Dollison. Ellis wrote that on July 14th 2008 the inspector's service of the island territory of St. Maarten observed that construction activities were taking place at Oryx drive Cay Hill and that the contractors were busy building without a building permit, which is not in accordance of the building ordinance. Therefore the owner, caretaker or lessee of the premises must stop construction immediately.
SMN News also managed to recover a second building stop for the same company which was made out on October 27th 2008, this time ordering the owner of Olzina to stop construction since his workers were working without the necessary safety equipments.

SMN News also got a circular which has several questions pertaining to Ellis's sudden move from the head of inspections to the office of former commissioner Roy Marlin in December 2008. The writer of the circular wants to know of Ellis's removal has the same motives as that of Guy Gumbs who recently resigned from his position as head of permits. Sources say that Ellis was under severe pressure from Dollison. The circular states that Ellis left for vacation in November 2008 and when he returned in December 2008 he learnt that he was removed as head of inspections to Marlin's office. The question posed by the writer is if Ellis moved because of pressure or is it because of the famous Olzina permit that everyone working at ROB refused to sign including former VROM head Delano Richardson.

It is further understood that the former head of VROM Delano Richardson faced the same kind of pressure Gumbs and Ellis faced with Dollison when it comes to permits for certain investors. SMN News also learnt that Gumbs was also under pressure and he sent at least five memos to Dollison telling him that he would not sign permits for people who were not complying with the building codes on St. Maarten. SMN News also learnt that Gumbs resigned because of the constant pressure from Dollison.

This committee is a sham, a smoke screen, except for Mr. Martina all the persons comprising the committee are either implicated in the SOAB REPORT, or so incapble of making a decision that will affect their position in government (a director that will remain nameless) or private companies that have benefited from the issues ongoing in ROB. No one can make an unbais decision. If government don't have the balls to call in an external independent investigative committee, then nothing will ever change it will always remain the same. If this is how we manage things, can you image what will happen in country sxm, really we are not ready, the Dutch need to take notice. SXM IS NOT READY FOR COUNTRY. ALL A SHAM.

Since I finish study in 1985 and came back home to work and live I have requested government land and to date no answer all you get is a letter with a number and nothing else. I see Ligia Stella build a house in Pointe Blanche and she is a johnny come lately. all favors for thier friends. all of them should be lock up in our 5star hotel in Pointe Blanche.

The ROB is for years a mess with knowledge and approval of the island councils.

There should be criminal investigations to the commissioners who were responsible for the mess the rob was and is.
No, we blame the small man again , not the bosses.

Time to look at the politicians work and punish them for their lack of action.

Please, please, Holland this is enough proof that st. maarten isn't ready to handle its own affairs. If we are going to country st. maarten with all the corruption that is on going, then god help us when we get to country st. maarten. It goes to show that when a person is to long in a position they are liable to become corrupt. Now that the pot is bursting, everyone seems to be so called defending themselves with all kind of documents. St. Maarten is an island where vriendjes politiek playes the biggest role. No wonder they who are well off continue to be well off, and others don't stand a chance of moving up. I feel no sorry for all who are involved in get rich schemes, its called GREED. The time has come for us all to see what the rob dept. has been doing for years and up to this date are still doing.

Seems like everyone is jumping off the ship. Guy, who I believe is an honest person,sent in his letter to indicate that he had objections to signing unsupported permits. Delano was pushed off the ship, he was caught on tape asking for some, Ellis is now protecting his dignity, by exposing that he did sent the building stop memo, Ruan is planning or have already sent a letter of no confidence on Dollison to the EXCO, he says there's distrust in the department. Who is running the ship? Is the commision(s) also responsible, the govenor and the EXCO? Olzina is not the first case, where are the memo's for Duck International, the travel inn building in Simpsonbay, the over the bounderies buildings on Frontstreet, the warehouse buildings in residential areas such as Saunders and point blanche, the permits for building on the beach in simpsonbay, cupe coy, Beacon hill, oyster pond
These oversights didn't start yesterday, they've going on for years.
I agree, this investigative committee is a joke. Most of these, i;m sure proffesional should be there as advisors andin a seat to advise government. Head of Domain is also implicated in the investigation, Some of the other committe memers have the issues as well.
How are we fix this problem if we put it in the hands of this committe, wth the exception of Martina who works at legal affairs.
The committee already advised government to make an exception for Olzina, because he already built an illegal 3rd floor. Hell no, break it down. Show some respect for those of us who follow the rules.

When reading this article I understand that the commissioner Theo Heyliger appointed committee to reviewing the SOAB report has the domain affairs Marieke Van Zadelhof as chairperson of this committee, this is ridiculous. If the Commissioner is serious about cleaning-up ROB then he must accept the SOAB report completely and let the committee without Ms. M. Van Zadelhof deal with the implementation of the SOAB recommendation. The ROB department is dealing with millions of dollars in building and should be manage straight-forward without politics. Mr. J Dollison and his management team should go home and let some straight-forward people take ROB to a new height.

I want people to know that not because someone is jumping ship means that he is not the one that help run the ship a ground.
I applaud Mr. Gumbs for his move but he also state that he is not signing the document for olzina if Ellis does not sign and give explanation to why the building was not stop.
People of st. Maarten Dollison is now being blame for everything that sector ROB has done but i can tell you that Ellis is the one resposible for all the large illegal buildings existing to distance in which they are.
The rainbow never got a stop order, why?
Olzina never got a stop order when it should have, Why not?
Blue mall never got a stop order when it was discovered a second phase was started, why not?
I heard that there are some kind of procedure that are followed when applying for electrical meters then why did these illegal strcutures recieved meters, I wonder why?
I think that the inspectors didnt do thier job or they know what took place with these building but they are not saying or not being question by the commitee.

Where are the inspectors post is correct. There was a lot wheeling and dealing for years. Where were the inspectors. I think the public has a right to know. How in the world can Rainbow build a huge condo structure without anybody from inspection noticing. Someone person need to get their eyes checked.
Let's look at the BLue mall, it's 7 or 8 stories if you count what looks like a basement. The permits are not for so many floors, ask Delano. Go further down to Porto Cupecoy, there are building there so close to each other, I'm sure these were not submitted as part of the plan, How much of the lagoon was filled to accomodate this project.
Where were the inspectors, were all of them on vacation?
It's embara*sing, these are our own people. I blame the entire EXCO, they have the responsiblity to manage our affairs

I agree with Happy Man. The Government is full of people with no education at a HBO level and if they have a diploma checkit out it might be a false paper to.

Indeed the committee investigating SOAB comprises a bunch of people who should not be there as they are all busy with other developments that are also being investigated.
The head of Domein Affairs got government land. ICE Mr.Daal is building the upper part of Ebenezer against the advise of UNESCO IHE and the wishes of the Ebenezer residents.
Mr.Architect does work for several large developments on the island. I think people from other places should have been brought in to investigate this.
Martina is the best person on that list-but I wonder if his knowledge of the working of ROB VROM is adequate.
Forget Mr.DeWeever, that is a pawn who thinks the best economics is one that is free for all.
Free economics with very little rules and no government involvement, right Mr.DeWeever?.. yes you and your uncle just alike.
Why is it that only this website has the correct name of Samir's N.V.? it is OLZINA! Not OLVINA like the Daily Herald reported.. the Herald claim they have the SOAB report..so why not look at the page where it discusses the OLZINA...and get the name right

The only thing I don't hear is how to deal with it. Dollison has 8 pieces of domain land, and I don't see that being investigated.Of course the land is not in his name, but he is beneficiary.

While this is happening we are not ready for country.

Is there a government with the guts to have them independently investigated, charged and tried? I don;t think so./

They should make Samir Andrawos and "B*tch" Vicky break down what they built as it was not legally done and looks horrible in a housing district to have such an ugly warehouse as and eye soar. Give em 15days to remove it and every day they go over charge them $10000 that would make an example of people thinking they can do and do and just get a slap on wrist.

first of all , we have to find out at what time this was done and under which comissioner's watch because most people are not aware when an investor applies for a building permit what takes place you have to add in the permit fees for building the comissioner's fees which may range anywhere between 2%-15% of the entire job.now the entire comittee that was put together by the honest comishhhhh is a big joke do you get a demon or djinn to investigate SATAN? ha h ha hah hah h,people this is jus minor work wait till the whole picture developes a lot of them roles will become more clear and hopefully jail will be calling soon....the intaquin thing will come back and haunt they greedy a*ses soon..greed on public display..william marlin start distancing yuhself from the piranha election coming doh give him the chance to use you as a shield to get he votes to continue the dynasty.... and ah hear when toontje name call a lot of them pa*sing gas and defecating on themselves...hah h ah aha ah ah ah ah...what shall it profit a man to gain the whole world and lose his own soul in the process....time will tell

It seems that you hit the nail on the head when you say they start pa*sing gas when they hear Toontje (Buncamper) name as he told them before he's not ehir stooge and that's how the DP was started against the Buncamper's. Time will tell the whole story and then we'll see who all involved in the Samir permit. I know it's not Buncamper as I saw the documents but I know there 2 commissioners involved and one governor. He mad with Buncamper because he said this he who exposed his signature on Samir permit to the world.

Toontje and Maria seen all over with Samir. Having dinner, boat trips and nice social events.
For sure Toontje is leasing or renting a bus license to Samir, he may not have signed the permits but he sure has an interest in Samir affairs.

And tell me, the building that the Windward Island Bank is renting on the illidge road,to whom does this building belongs to? Mr Dollison or Buncamper. Where the hell did they get all that money from. They filled the pond with a fake permit and started building knowing that their building permit was not ready. Do you think the poor man could have start building without his/her permit, (NO). The inspectors, where were they ?Windward Island Bank owners better start looking for a new building to rent. Or is there a deal going on with the WIB owners to buy the building from the greedy crooks.
