SOAB Report would be sent to Prosecutor --- When would Island Council Deal with Recommendations?

Philipsburg:--- While the executive council continues to drag its feet with dealing with the final report submitted by the SOAB on the ROB department the island council of St. Maarten still has to address some of the key recommendations given in the report. So far, members of the island council have not requested the report SMN News learnt, while the people of St. Maarten have the right to know what is in the report, it remains concealed thus far. The people of this island ought to know what would be some of the consequences the report would have on their island.

SMN News has learnt that Lt. Governor Franklyn Richards has reserved his rights to send the report over to the prosecutor’s office sometime this week. It is further understood that Richards made clear during the executive council meeting last week Tuesday that members of the executive council should deal with the report if not someone else would deal with it for St. Maarten.

The source said that the Governor informed members of the executive council that this report would affect the obtaining of country status if it is not dealt with. In an invited comment, Prosecutor Rienk Mud said Richards has promised to send to the report to them but they have not received it yet.

The investigators outlined several aspects of wrong doings in this report mainly with the issuance of building permits. In the preliminary report, which was submitted some months ago, they suggested that the executive council hire an interim manager to replace head of the department Joseph Dollison, but so far, the commissioner of ROB (Public Works) Theo Heyliger has not followed any of the advice given by SOAB.

Sources say Heyliger was waiting on the final report to avoid being taken to court by the employees at ROB but recently the commissioner is saying that the investigators focused on certain buildings that were discussed in the island council and they also concluded that there are not sufficient people working for the department. SMN News learnt that the if the rules are strengthened based on the recommendations given by SOAB then every applicant of building permits would be affected.

The SOAB had suggested that there be re-organization in the department. SOAB specifically said the executive council should hire an interim manager who never worked at ROB, this person was supposed to put order in the house.

The SOAB suggested that an inquiry be done on domain affairs to determine how domain land are being distributed, so far that inquiry has not taken place. They also suggest that some internal control be done at the department, which would guarantee that procedures are followed. SOAB also suggest that the executive council should outline all its rules and regulations so that there should be no room for managerial interpretations, while the executive council should make sure that their rules and regulations are followed without exceptions.

SMN News learnt that leader of Government William Marlin met with Commissioner Theo Heyliger on Thursday where he spoke frankly regarding the SOAB report. The source said Marlin already indicated to Heyliger that he has no problem being in opposition and that he Heyliger should deal with the report immediately, SMN News learnt that an extraordinary executive council meeting was also called on Thursday to deal with the SOAB report as well as with the budget.

SMN News was reliably informed that the only person who stands to lose at Public Works is the Director Joseph Dollison. It is further understood that Dollison has already cleaned up his desk as he is planning to go on early retirement but procedures still has to be followed.

Dollison is once again a scapeoat for the planned takeover of this island. The public is blind to the facts but continues to form and opinion based on press reports that are fueled by the perpetraitors of So called good governance. In my opinion, their opinion of good governance can only be accomplished by removing all the local influencial people and replacing them with GOOD WHITE DUTCH PEOLPLE. Because only they can uphold the law. The colonial rulers are using new methods of controlling the development of our people. Dollison has been in the Public works Department for decades and there are those who don't even know the man, but tarnish his image daily by trying to link him with corruption and mismanagement. The crucified Micheal Jackson the same way. Use the press to humiliate you and then call for investigations and finally try and destroy you. Nothing new. Anyhow Dollison be courageous. Walk away after serving your country to the best of your ability for about 3 decades.You did it your way. those trying to destroy you will have their day coming soon. Stand by and wait patiently, while the game is played and the player fets outplayed.

The Dutch lady Marieke also needs to be investigated because she and her friends got land and it have other people waiting for land for years and she say it aint got none but how come she get land. What happened to we local people. How can both goverments tolerate this mess.Domain affairs is a mess all of them down there get land, I dont see this as right, gov't land should be for locals not no dutch people comeing to sxm

Please don't get side tracked from the issue.

The issue at hand here is abuse of position and ignorning the laws of the land by senior personnel. Doesn't matter if they're local, Dutch (local or Dutch are the same by the way: if your pa*sport is issued in SXM, then you're nationality is DUTCH!) or from another country.

Why do we always tend to get sidetracked and argue over being local vs. foreigner or black vs. white? This is not a witch hunt: this report was done by an independant body (SOAB) and also covers Domain Affairs, which I hear also had to answer to questions posed about the issuance of domain land. If something wrong happened in that department, it will be uncovered by the next (criminal) investigation, which has to take place.

I believe what SXMlady is trying to imply is that there are lots of indigenous St Maarteners (with Dutch Nationality) who have been waiting for a parcel of government lease land for several years, sometimes for even more than 20 years. Yet the Head of Domain Affairs, with unfortunately, no ties to the Island, manages to secure a parcel of land within a relatively short period of time, while the St Maarteners are still waiting. This is a clear case of conflict of interest, a bitter pill to swallow not a witch hunt. Irregularities should be tackled. I strongly suggest that Government looks into this. I strongly advocate a first come first serve policy. Let this case be an example and indeed be uncovered “be it by a (criminal) investigation”.

The commissioner of Public works has to come out strong. Although I agree with him that those accused should have their say. It is very clear that only a small set of permits were looked at, only from the years 2005 and to present. Something is seriousy wrong in the Yellow building, but it should also lead to the govenment building. All the commissioners knew what was happening and they should have taken swift action. A lot of employees at VROM, ROB got domein land, while others who submitted and have stamped receipt of their request for land are still waiting.
Dollison is head and he is responsible, clear and simple.
All the investigators have to do is match Domein records with the kadaster and the sh.. will hit the fan. Then they will see that it's not just one parcel the department heads sign off for them selves in Colebay, Point Blanche, At.Illidge, Pond Island, Simpsonbay, LittleBay. Let the games begin.

The Dutch lady affair will be swept under the rug, so don't even upset yourself. She could have given her whole family several lots and according to the Herald it would be ok. Land has always been used as a political tool. Spadaro got several acres of land @ Naf.0.15 per square meter. In return he paid politicians and it still paying politicians not to disturb his erfpacht. Corruption is real in st.Maarten, but the corruption is in every nook and crannie of this government. The Dutch are throwing up smokescreens to get in on the action, that is all that is happening. They want to make St. Maarten their personal Euro island and the head of the team is Roger Snow. He gets the SAOB report before the accused....imagine that once again he is using his newspaper to garner public opinion to lock up the accused. They want to see how the population will react and then they will move. St. Maarten you wanted change now you've got change. The government is responsible for all these irregularities and they should be held responsible. DP enjoyed the fruits of the corruption and now they should all pay. I just hate to see these power moves on our people every time. They keep accusing with little or no proof and then they tarnish your name in the public arena. so now where ever you go....boy they coming for Dollison and Buncamper. They should hold Sarah, Roy, Theo and all those responsible for allowing this ma*sive corruption scheme.. I hope that if they hold D & B they start talking like Delano....then all fall down. Snitches get stiches. They tried burying Delano and now they all in trouble....this is the joke of the century.
I am mad like hell. I dont want to be part of no Euro Island......I leaving soon

SOAB report on ROB, just recommendations

OK, so the report is an absolute indictment on ROB. But now we find all SOAB can do is ask ExCo nicely to take certain measures.

If you think this report will change things, think again!

The same dirty corrupt politicians who pushed their own projects through are still on the loose. Of course in any civilized country they would be rotting in prison cells by now, but not in soon to be Country Sint Maarten.

Just look at some of the lame excuses for flagrantly breaching the laws and regulations: file cannot be located, not one file but 26, give or take a few in legal battles right now. No instances of bribery, of course not, they all have to cover each other or they would all fall.

Of course you can easily say management, inspectors and employees handled most of the permits with incompetence, but that would be letting them off too easily.

In almost all of these lapses of memory, misplaced files, filing the wrong documents, arbitrarily setting the price of the permits, walking permits through the process without accompanying documents, money would have been paid under the table or politicians had personal interests of their own or their friends in high places, in almost every case.

And what about the file marked "not to be processed", that must have been the poor guy who wouldn't pay under the table.

This is just what Hero Brinkman (although somewhat self discredited) has been looking for since he crossed swords with SXM.

Do I think anything much will become of this report?

No, of course a few minor reshuffles, maybe a low-level employees doing a bit of moonlight drafting plans, will be moved sideways. Maybe they will pin it all on the director, but somehow I doubt it. This will sadly be thrown on a heap next to the WODC report.

It matters not who is in government, because this will this will drag up names on all sides of the political spectrum. This is just how Sint Maarten works--Claude Wathey style government--progress at any cost. And as I said, it matters not who is in government (or POWER to be more accurate).

What will be interesting is, the Prosecutor's Office dare to look at Westin, Barbaron, Indigo Bay, etc, etc, etc. etc etc. Nope, that's too big for anyone here to touch.

I may sound cynical, but this just what we always knew, and now it is public I don' think it will make any difference.

Ok, just give the report a few weeks to die down and back to work boys and girls.

Just my personal opinion, but one who knows.

The majority of the yellow building employees are DP supporters, so there for it's difficult for Theo Heyliger to handle the matter head on, because he was part of the DP government while all this wrongdoing was going on. In my opinion, SOAB should have investigated VROM and ROB since 2000, until present! Dollison and Buncamper were NEVER qualified for the positions, but were appointed because OF THERE MEMBERSHIP WITH THE DP . Remember when Dollison was appointed as director, Maria and Roy were in war! It's all about politieke baantjes.
Sarah, Theo, Maria and Roy of the DP party should be hold responsible for this saga thats going on the island right, because they are and were the GOLDDIGGERS!! These people are all about SHOW without any content.

CLEAN HOUSE AND MAKE WAY FOR CAPABLE PEOPLE THAT CAN RUN SECTOR ROB!!

Please tell me where we can find a qualified local to run VROM and ROB. Our people have nointerest in those type of jobs. they are not studying to be engineers and that is what we need. The new generation want quick money not realizing that if they take their time and study and get their degrees they will get the best paying jobs on the islnad. They come first. Now since they are screwing up we will have to look else where....and that is where the problem begins. A curacaoleanen an Aruban or a Dutch man......those are the first three choices and if they dont want it, then a st,Maartener will get it. I am not convinced that the BAD MAN DUO was as bad as the report said. These reports will say what the author wants it to say....and it will also say what the person paying for it wants it to say. The accounting firms in the US who caused the Enron fiasco......were documenting great profits for years until the company crashed. Reports are idea put on paper describing the wishes of the author of the report.

I can name 2 qualified individuals of the top of my head. Both holding engineering titles. Both having had numerous interviews with the same Dollisson regarding a job with the department. Both being born right here on St. Maaaaaarten.
Both don't want to work there EVER after being dealt with like a ping pong ball.

You see, the young bright people don't want to work in a politically charged bee hive. They rather work in the private sector where they don't have to constantly look over their shoulder to see who's trying to stab them in the back.

Clean up the department first. Create a department that can run independently without political interference. Create checks and balances. And maybe then, MAYBE, you will see the young educated SXM-ers apply for a position.

St.Maarten is a cosmopolitan society and under the circumstances we should be able tohire anyone that is qualified to do the job. Dominican,Americano, german,French or Italian. And oh godsh I forgot Dutch. We need to get them from around the world with experience cause these clowns in charge aint no what they doing. Imagine Theo is fulling up the pond and not one engineer is telling him to stop. The ponds capacity is dwindling and if we get a goooood rain the entire Philipsburg will be under water....Somebody tell this man he is setting us up for desaster. He lives high up on a hill land I guess he will stay up ther3e laughing the next morning after the whole town under water. He dredging the sea and no one is telling him to stop, cause the waves that will be coming into Philipsburg will be huge due to the debt of the water out there by the pier. Theo, I guess it is not aboutthe people it is about the MONEY. William this is your baby, Ihope when the town is under water you don't blameDP, cause all this was startedunder your watchful eye William. I guess it is all about the money. William the Philipsburg beautification is a disaster no lights in certain area's of Philipsburg untill there is a moonlight night. Our tourist are scared to walk on the street at night because it is tooo dark. William you andTheo have provento me that it is all about the MONEY. I thought you would make afew minor changes after you got into office, but you are even worst than SArah. She was on TV a few nights ago and she said I a million times.....I did,I went, I brough seperate status.........It is all about SArah, the commissioner of education for 16 years......She should lose this election and then retire from politics. She is too much talk, time for action. I really dont thinkI am going to vote. So count me out!
