Clem Labega Square,
Philipsburg, St. Maarten

Honorable Minister of Economic Affairs,
Mr. Ted Richardson.

Dear Minister Ted Richardson,

We are very disturbed about the front page article that appeared in our two dailies of Thursday, August 21, 2014 indicating that Zebec Development N.V. filed a legal claim for more than US 100 million against the St. Maarten Harbour Group of Companies and its Chief Executive Officer (CEO) Mr. Mark Mingo.

Were you aware of the pending dispute between Zebec Development N.V. and the St. Maarten Harbour Group of Companies? When these contracts were signed between these two companies and are you aware of the contents of those agreements?
Have you ever tried to intervene in this dispute knowing that the image of the St. Maarten Harbour Group of Companies can be tarnished internationally?
Has there been any type of interference of third parties that may have swayed the St. Maarten Harbour Group of Companies to consider doing business with them that would be economically more beneficial to the harbour than the agreements signed with Zebec Development N.V.?
Have you discussed this dispute with the Council of Ministers and what was their take on it?
Don't you believe that you and the St. Maarten Harbour Group of Companies should go to parliament to inform them about this serious development surrounding the patrimony of the people?

Mr. Richardson while the OSPP strongly believes that there is two sides to every story we are very concerned and would hate to see the good name of the St. Maarten Harbour Group of Companies be dragged through our legal system. These types of litigations are very expensive and at the end of the day the people funds will be used to pay for something that could have been avoided. Secondly, future investors may have doubts about entering into agreements with any of the government owned companies.

We are urging you to look into this matter and to arrange a meeting between the St. Maarten Harbour Group of Companies, the Council of Ministers and parliament to inform them on these recent developments.

The OSPP is of the opinion that we should act quickly and swiftly to avoid any type of damage to the harbour and the image of St. Maarten.

Yours truly,
One St. Maarten People Party
