If an agreement was indeed made to improve the community then the Westin or its parent company, becuase the Westin is just a franchise name. This has to be clarified who is responsible to the taxes. And yes they should be flabagasted if an arrangment was made,but their lawyer should alsp have researched if this was possible at the time the arrangement was made. A letter of comfort is nice.
